Chapter V
Of Providence
I. Â God the great Creator of all things does uphold,1Â direct, dispose, and govern all creatures, actions, and things,2Â from the greatest even to the least,3Â by His most wise and holy providence,4Â according to His infallible foreknowledge,5Â and the free and immutable counsel of His own will,6Â to the praise of the glory of His wisdom, power, justice, goodness, and mercy.7
II. Â Although, in relation to the foreknowledge and decree of God, the first Cause, all things come to pass immutably, and infallibly;8Â yet, by the same providence, He orders them to fall out, according to the nature of second causes, either necessarily, freely, or contingently.9
III. Â God, in His ordinary providence, makes use of means,10Â yet is free to work without,11Â above,12Â and against them,13Â at His pleasure.
IV. Â The almighty power, unsearchable wisdom, and infinite goodness of God so far manifest themselves in His providence, that it extends itself even to the first fall, and all other sins of angels and men;14Â and that not by a bare permission,15Â but such as has joined with it a most wise and powerful bounding,16Â and otherwise ordering, and governing of them, in a manifold dispensation, to His own holy ends;17Â yet so, as the sinfulness thereof proceeds only from the creature, and not from God, who, being most holy and righteous, neither is nor can be the author or approver of sin.18
V. Â The most wise, righteous, and gracious God does oftentimes leave, for a season, His own children to manifold temptations, and the corruption of their own hearts, to chastise them for their former sins, or to discover unto them the hidden strength of corruption and deceitfulness of their hearts, that they may be humbled;19Â and, to raise them to a more close and constant dependence for their support upon Himself, and to make them more watchful against all future occasions of sin, and for sundry other just and holy ends.20
VI. Â As for those wicked and ungodly men whom God, as a righteous Judge, for former sins, does blind and harden,21Â from them He not only withholds His grace whereby they might have been enlightened in their understandings, and wrought upon in their hearts;22Â but sometimes also withdraws the gifts which they had,23Â and exposes them to such objects as their corruption makes occasion of sin;24Â and, withal, gives them over to their own lusts, the temptations of the world, and the power of Satan,25Â whereby it comes to pass that they harden themselves, even under those means which God uses for the softening of others.26
VII. As the providence of God does, in general, reach to all creatures; so, after a most special manner, it takes care of His Church, and disposes all things to the good thereof.27

JOB 38-41.

PSA 94:8 Understand, ye brutish among the people: and ye fools, when will ye be wise? 9 He that planted the ear, shall he not hear? he that formed the eye, shall he not see? 10 He that chastiseth the heathen, shall not he correct? he that teacheth man knowledge, shall not he know? 11 The Lord knoweth the thoughts of man, that they are vanity.
6Â EPH 1:11 In whom also we have obtained an inheritance, being predestinated according to the purpose of him who worketh all things after the counsel of his own will. PSA 33:10 The Lord bringeth the counsel of the heathen to nought: he maketh the devices of the people of none effect. 11 The counsel of the Lord standeth for ever, the thoughts of his heart to all generations.
7Â ISA 63:14 As a beast goeth down into the valley, the Spirit of the Lord caused him to rest: so didst thou lead thy people, to make thyself a glorious name. EPH 3:10 To the intent that now unto the principalities and powers in heavenly places might be known by the church the manifold wisdom of God. ROM 9:17 For the scripture saith unto Pharaoh, Even for this same purpose have I raised thee up, that I might shew my power in thee, and that my name might be declared throughout all the earth. GEN 45:7 And God sent me before you to preserve you a posterity in the earth, and to save your lives by a great deliverance. PSA 145:7 They shall abundantly utter the memory of thy great goodness, and shall sing of thy righteousness.
8Â ACT 2:23 Him, being delivered by the determinate counsel and foreknowledge of God, ye have taken, and by wicked hands have crucified and slain.

ISA 10:6 I will send him against an hypocritical nation, and against the people of my wrath will I give him a charge, to take the spoil, and to take the prey, and to tread them down like the mire of the streets. 7 Howbeit he meaneth not so, neither doth his heart think so; but it is in his heart to destroy and cut off nations not a few.
10Â ACT 27:31 Paul said to the centurion and to the soldiers, Except these abide in the ship, ye cannot be saved. 44 And the rest, some on boards, and some on broken pieces of the ship. And so it came to pass, that they escaped all safe to land. ISA 55:10 For as the rain cometh down, and the snow from heaven, and returneth not thither, but watereth the earth, and maketh it bring forth and bud, that it may give seed to the sower, and bread to the eater: 11 So shall my word be that goeth forth out of my mouth: it shall not return unto me void, but it shall accomplish that which I please, and it shall prosper in the thing whereto I sent it. But his armourbearer would not; for he was sore afraid. Who shall then say, Wherefore hast thou done so? ACT 2:23 Him, being delivered by the determinate counsel and foreknowledge of God, ye have taken, and by wicked hands have crucified and slain: ACT 4:27 For of a truth against thy holy child Jesus, whom thou hast anointed, both Herod, and Pontius Pilate, with the Gentiles, and the people of Israel, were gathered together, 28 For to do whatsoever thy hand and thy counsel determined before to be done.

16Â PSA 76:10 Surely the wrath of man shall praise thee: the remainder of wrath shalt thou restrain. 2KI 19:28 Because thy rage against me and thy tumult is come up into mine ears, therefore I will put my hook in thy nose, and my bridle in thy lips, and I will turn thee back by the way by which thou camest.

18Â JAM 1:13 Let no man say when he is tempted, I am tempted of God: for God cannot be tempted with evil, neither tempteth he any man: 14 But every man is tempted, when he is drawn away of his own lust, and enticed. 17 Every good gift and every perfect gift is from above, and cometh down from the Father of lights, with whom is no variableness, neither shadow of turning. 1JO 2:16 For all that is in the world, the lust of the flesh, and the lust of the eyes, and the pride of life, is not of the Father, but is of the world. PSA 50:21 These things hast thou done, and I kept silence; thou thoughtest that I was altogether such an one as thyself: but I will reprove thee, and set them in order before thine eyes.
19Â 2CH 32:25 But Hezekiah rendered not again according to the benefit done unto him; for his heart was lifted up: therefore there was wrath upon him, and upon Judah and Jerusalem.
26 Notwithstanding Hezekiah humbled himself for the pride of his heart, both he and the inhabitants of Jerusalem, so that the wrath of the Lord came not upon them in the days of Hezekiah. 31 Howbeit in the business of the ambassadors of the princes of Babylon, who sent unto him to inquire of the wonder that was done in the land, God left him, to try him, that he might know all that was in his heart. 2SA 24:1 And again the anger of the Lord was kindled against Israel, and he moved David against them to say, Go, number Israel and Judah.

He saith unto him, Feed my lambs. 16 He saith to him again the second time, Simon, son of Jonas, lovest thou me? He saith unto him, Yea, Lord; thou knowest that I love thee. He saith unto him, Feed my sheep. 17 He saith unto him the third time, Simon, son of Jonas, lovest thou me? Peter was grieved because he said unto him the third time, Lovest thou me? And he said unto him, Lord, thou knowest all things; thou knowest that I love thee. Jesus saith unto him, Feed my sheep.
21Â ROM 1:24 Wherefore God also gave them up to uncleanness through the lusts of their own hearts, to dishonour their own bodies between themselves. 26 For this cause God gave them up unto vile affections: for even their women did change the natural use into that which is against nature. 28 And even as they did not like to retain God in their knowledge, God gave them over to a reprobate mind, to do those things which are not convenient. 11:7 What then? ACT 28:26 Saying, Go unto this people, and say, Hearing ye shall hear, and shall not understand; and seeing ye shall see, and not perceive: 27 For the heart of this people is waxed gross, and their ears are dull of hearing, and their eyes have they closed; lest they should see with their eyes, and hear with their ears, and understand with their heart, and should be converted, and I should heal them.
